Yes, and it's worth investigating rather than accepting. On reclaimed land near the harbour some groundwater ingress is normal, but a pump cycling constantly in dry weather usually means either a failed non-return valve letting water flow back into the pit, or genuine groundwater infiltration through a failed membrane. The first is cheap. The second is a building matter. Either way the pump is wearing out far faster than it should, and pumps here are not a cheap replacement.
