Some discharge from a temperature and pressure relief valve is normal as water expands when heated. Constant dripping is not, and out here there are two common causes: excess mains pressure, which is easily tested and fixed with a limiting valve, or a valve that has aged and no longer seats. Ignoring it wastes a surprising volume of hot water and eventually corrodes the fitting. It's a small job now and a tank replacement later.
