It's common in towers but it isn't something you should accept. Tall buildings split the supply into pressure zones, each with a reducing valve. When a valve drifts or fails, floors below it get too much pressure — which kills flexible hoses and mixers — and floors above get too little. The fix is testing the valves rather than replacing fixtures. If your building has been getting through an unusual number of burst flexi hoses, that's the tell.
